Kleine Gemeinde, großes Krisenmanagement

Jede Gemeinde ist verantwortlich für die Erstellung eines Katastrophenschutzplans. Wie dieser auszusehen hat, ist abhängig vom Katastrophenschutzgesetz des jeweiligen Landes. Meist beinhaltet der Plan Gefahrenkataloge mit potenziellen Bedrohungen für die Gemeinde, wie etwa Lawinenabgänge oder Hochwasserszenarien. Für eine Situation, wie sie durch die Corona-Pandemie entstanden ist, sind die wenigsten vorbereitet. Wie man trotzdem professionell mit der derzeitigen Lage umgehen kann, zeigt eine kleine Gemeinde im Salzburger Pongau.

Einsatzstab informiert täglich

Filzmoos hat gerade einmal 1.500 Einwohner, liegt auf 1.057 Metern Seehöhe und hat sich in Sachen Katastrophenschutz bisher eher mit Murenabgängen oder Felsstürzen beschäftigt. Doch die aktuelle Lage zeigt: Für die "Coronakrise" ist die Gemeinde bestens gerüstet. Ein Einsatzstab bestehend aus Polizei, Freiwilliger Feuerwehr, Hausarzt und dem Bürgermeister tagt täglich per Videokonferenz. Der Einsatzstab ist zwiebelförmig in drei Kreisen aufgebaut. Falls es zu Ausfällen im "Ersten Kreis" kommen sollte, wird der "Zweite Kreis" aktiviert und so weiter.

Täglich um dieselbe Uhrzeit informiert der Einsatzstab über Online- und Offline-Medien die Bevölkerung über die aktuelle Lage. Dabei achte man genau darauf, so Bürgermeister Christian Mooslechner, dass die Aussendung mit dem Titel "Corona-aktuell" immer gleich aussehe. Das schaffe nämlich Sicherheit, und die Menschen können sich darauf verlassen. "Der Inhalt ist immer derselbe - die aktuelle Lage in Filzmoos mit der Anzahl von Infizierten, Verdachtsfällen etc. und weitere tagesaktuelle Informationen, wie zum Beispiel die nächsten Vorsichtsmaßnahmen in der Gemeinde", erklärt Mooslechner.

"Corona-aktuell" liegt in öffentlichen Stellen sowie im Supermarkt in Filzmoos aus und ist online auf der Gemeinde-Homepage, der Facebook-Seite des Hausarztes und in der Gem2Go-App abrufbar. Zusätzlich wurde frühzeitig eine Basisinformation mit Verhaltensregeln an alle Haushalte versendet, die die wichtigsten Telefonnummern enthält. Die tägliche Information im gleichbleibenden Format werde von der Bevölkerung sehr geschätzt, zeigt sich Mooslechner erfreut.

Maßnahmen greifen nur, wenn alle an einem Strang ziehen

Um Hilfsbedürftigen oder Alleinstehenden in der Gemeinde bei der Versorgung zu helfen, werden diese regelmäßig von Gemeindemitarbeitern angerufen. Einkaufswünsche oder gesundheitliche Beschwerden werden direkt an den Supermarkt oder Arzt weitergeleitet. Freiwillige Helfer teilen sich mithilfe einer Whatsapp-Gruppe die Lieferdienste. Ihnen gebührt ein großer Dank, so der Bürgermeister. "Ich bin nur einer von vielen, und ohne den Einsatz der Gemeindemitarbeiter, des Krisenstabs und der Bevölkerung selbst würde das alles nicht funktionieren."

Grundbesitzer horten Bauland

Die Salzburger Gemeinden müssen für zehn Jahre im Voraus Bauland ausweisen. So gab es im Jahr 2016 knapp 900 Hektar Baulandflächen - eigentlich mehr als genug, tatsächlich verfügbar ist davon aber fast nichts. Ein hoher Prozentsatz der Flächen wurde nämlich vor mehr als zehn Jahren zu Bauland umgewidmet, die Eigentümer haben aber seitdem nichts darauf gebaut. "Viele Grundbesitzer horten Bauland", erzählt Josef Vogl, Bürgermeister von Fuschl am See. Dieses Phänomen hat in der Gemeinde im Salzburger Flachgau lange geplante Wohnprojekte der Gemeinde über Jahre blockiert. Häufig würden die Eigentümer die Flächen für die eigenen Kinder vorsehen oder auf höhere Verkaufspreise spekulieren, meint Vogl. Während die Grundstückpreise weiter in die Höhe schießen, gibt es in Wirklichkeit einen Überhang an gewidmetem Bauland - welches nicht genutzt wird.

Letzte Instanz: Rückwidmung

In Fuschl versucht man, den Engpass an verfügbarem Bauland mit öffentlichen Appellen in der Gemeindezeitung und Druck auf die Grundbesitzer anzugehen. "Als allerletzte Instanz kann die Gemeinde im schlimmsten Fall das nicht bebaute Bauland ohne Entschädigung in Grünland zurückwidmen", sagt der Bürgermeister. Dabei müsse man aber darauf achten, dass es fair zugeht. Wenn jemand zur Ersteigerung der Fläche erst vor Kurzem große finanzielle Ausgaben getätigt hat, werde das natürlich berücksichtigt.

Schwere Geburt für soziale Wohnprojekte

Nach Startschwierigkeiten und zahlreichen Gesprächen ist es der Gemeinde Fuschl schlussendlich gelungen, Bauland zu mobilisieren. Mehrere Grundbesitzer hatten Verständnis gezeigt und entweder die Flächen verkauft oder tatsächlich darauf zu bauen begonnen. In dem beliebten Tourismusort am Fuschlsee entsteht nun ein betreutes Wohnprojekt und auch ein Vorhaben mit leistbaren Mietwohnungen kann endlich realisiert werden. Das Salzburger Raumordnungsgesetz schränkt mit seiner Vorgabe, für zehn Jahre im Voraus Bauland zu widmen, viele Gemeinden in ihrem Tätigkeitsbereich ein. Nicht nur in Salzburg birgt das Bauwesen in Zeiten von nachhaltiger Bodenplanung zahlreiche Herausforderungen. Als Alternative schlägt der Fuschler Bürgermeister zum Beispiel vor, einzelne Bauprojekte nach ausführlicher Begutachtung bei Bedarf zu bewilligen.

Längere Öffnungszeiten bringen vor allem den Bürgern Vorteile

Die Änderung der Arbeitszeiten ist in Schwarzach schon weit im Vorfeld diskutiert worden. "Wir haben uns das natürlich erst genau angeschaut und viele Gespräche mit unseren Mitarbeitern geführt", erzählt Bürgermeister Andreas Haitzer. Auch rechtlich habe man die Vier-Tage-Woche mit dem Salzburger Gemeindeverband abgeklärt. Im Mittelpunkt der Entscheidung standen jedoch die Bürgerinnen und Bürger, für die, davon ist der Bürgermeister überzeugt, die neuen Arbeitszeiten eine deutliche Erleichterung darstellen. Die klassischen Öffnungszeiten vom Gemeindeamt, etwa von 8 Uhr früh bis 12 Uhr Mittag und zweimal pro Woche nachmittags bis um 17 Uhr, liegen für die meisten berufstätigen Einwohner mitten in ihrer Hauptarbeitszeit. "Wenn man stattdessen um 7 Uhr in der Früh vor der Arbeit vorbeikommen kann, um sich den neuen Reisepass abzuholen, braucht man dafür keinen Urlaub zu nehmen", erklärt Haitzer. Dazu kommt, dass dank Digitalem Amt und Co. schon heute viele Amtswege online erledigt werden. In diesem Sinne sei es gar nicht mehr notwendig, rund um die Uhr persönlich für die Bürgerinnen und Bürger da zu sein, stellt der Schwarzacher Bürgermeister fest.

Am Freitag ist zu

Aber wie sehen die neuen Arbeitszeiten nun konkret aus? Von Montag bis Donnerstag ist von 7 bis 12 Uhr geöffnet. Wie gehabt sind die Verwaltungsangestellten an zwei Tagen pro Woche, nämlich Montag und Donnerstag, auch von 13 bis 17:30 Uhr für die Bürgerinnen und Bürger Schwarzachs da. Am Freitag bleibt das Gemeindeamt dafür geschlossen. Durch die ausgeweiteten Arbeitszeiten an vier Wochentagen werde der freie Freitag, an dem zuvor auch nur bis Mittag geöffnet war, wieder ausgeglichen. "So oder so kommen die Mitarbeiter auf 40 Arbeitsstunden", sagt Haitzer und fügt hinzu, dass die Öffnungszeiten noch lange nicht den tatsächlichen Arbeitszeiten entsprechen. "Praktisch heißt das, wer um 7 Uhr für die Bürger aufsperrt, beginnt schon spätestens um 6:30 Uhr mit dem Hochfahren der Computerprogramme und anderen Vorbereitungsarbeiten". Es darf auch nicht vergessen werden, dass an den beiden Nachmittagen ohne Parteienverkehr natürlich trotzdem gearbeitet wird.

Mitarbeiter stimmten für Vier-Tage-Woche

Zehn Stunden pro Tag statt acht lautet die Kehrseite der Vier-Tage-Woche, die aber gerne in Kauf genommen wird. "Von den zehn Mitarbeitern waren neuneinhalb dafür", schmunzelt Haitzer. "Der zehnte hat gemeint, es wär' ihm gleich". Auch die Bevölkerung war schon frühzeitig in einer öffentlichen Bürgerversammlung, elektronisch und per Gemeindezeitung über die Überlegung informiert worden. Die Rückmeldungen seien durchwegs positiv ausgefallen, meint Haitzer. Inspiriert wurde Haitzer bei dem Vier-Tage-Modell auch durch Beispiele aus der Privatwirtschaft und Seminare zur Gesundheitsförderung. "Heutzutage wird in allen Bereichen eine Flexibilität der Arbeitszeiten gefordert", stellt der ehemalige Fahrdienstleiter der ÖBB fest. "Die Stressbelastung nimmt dadurch überall zu." Der freie Freitag könne dem entgegenwirken. Auch der Fonds Gesundes Österreich (FGÖ) unterstützt Maßnahmen, die zur Stressreduktion beitragen. Wenn das durch eine Reorganisation der Amts- und Öffnungszeiten erfolgt, ist das eine Änderung der Verhältnisebene und damit ganz im Sinne des FGÖ, so deren Tenor.

Anstoß für andere Gemeinden

Das Modell der Pongauer Gemeinde hat auch in anderen Kommunen Interesse geweckt. So habe bereits ein Bürgermeister-Kollege angerufen, dessen Mitarbeiter auf die Initiative Haitzers aufmerksam geworden sind. Schließlich ist Schwarzach bei diesem Thema in der Vorreiterrolle: "Meines Wissens sind wir die erste Gemeinde Salzburgs, die die Vier-Tage-Woche eingeführt hat", so der Bürgermeister. Auch österreichweit dürfte die 3.500-Einwohner-Gemeinde eine von wenigen sein.

In Schwarzach ist man zumindest von der Vier-Tage-Woche überzeugt. "Ich glaube, das ist eine gscheite Idee. Swap-Prozess: Schaden rechtskräftig verurteilt

Wegen Untreue verurteilt

Heinz Schaden und sechs weiteren Angeklagten, unter anderem auch dem Salzburger Ex-Landesfinanzreferenten Othmar Raus, wurde 2017 von der Staatsanwaltschaft Untreue vorgeworfen. Sie hätten das Land Salzburg im Jahr 2007 sechs negativ bewertete Swap-Geschäfte ohne Gegenleistung von der Stadt Salzburg übernehmen lassen. Dabei sei dem Land ein Schaden von drei Millionen Euro entstanden. Im Juli 2017 wurde Schaden zu drei Jahren Haft verurteilt, eines davon unbedingt. Schaden und fünf weitere Angeklagte brachten Nichtigkeitsbeschwerde und Berufung ein. Sie bemängelten das Ersturteil des Landesgerichts Salzburg und erklärten sich unschuldig.

Urteil nun rechtskräftig

Mit zweiten Oktober 2019 verwarf der Oberste Gerichtshof sämtliche Nichtigkeitsbeschwerden der wegen Untreue Verurteilten. Er bestätigte im Salzburger Swap-Prozess die erstinstanzlichen Schuldsprüche des Landesgerichts Salzburg. Es bleibt daher bei drei Jahren Haft für Schaden, davon ein Jahr unbedingt. Da eine Verurteilung mit mehr als einem Jahr Haftstrafe bei Beamten zum Amtsverlust führt, daher droht Schaden nun des weiteren die Kürzung seiner Pension auf das Existenzminimum. Bestätigt wurde auch die zweijährige Freiheitsstrafe für den ehemaligen Finanzabteilungsleiter Eduard Paulus, davon sechs Monate unbedingt. In Stattgebung einer Strafberufung der Staatsanwaltschaft erhöhte der Fünf-Richter-Senat jedoch die über Othmar Raus verhängte Strafe. Statt zwei Jahre teilbedingt setzte es für den langjährigen Landesrat zweieinhalb Jahre, wovon zehn Monate unbedingt ausgesprochen wurden.

"Verstoß jedenfalls unvertretbar"

Wie der Senatsvorsitzende Rudolf Lässig betonte, hätten die nunmehr rechtskräftig Verurteilten gegen konkrete, rechtlich verbindliche Richtlinien verstoßen, indem Derivat-Geschäfte mit einem negativen Portfolio von über drei Millionen Euro von der Stadt Salzburg nachteilig aufs Land Salzburg übertragen wurden. "Ein derartiger Verstoß war jedenfalls unvertretbar", betonte Lässig.

Städte- und Gemeindebund kritisieren Urteil

Der Gemeindebund und der Städtebund sehen das Urteil jedoch äußerst kritisch. Der Städtebund fordert nun eine Gesetzesänderung. Der Untreue-Paragraf müsste geändert werden, wenn politische Entscheidungen zum Wohl der Allgemeinheit zum Ruin der persönlichen Existenz führen können. "Wenn Bürgermeister ständig mit einem Fuß im Kriminal stehen, wird es schwierig, gute Kräfte für die Kommunalpolitik zu gewinnen", warnte Thomas Weninger, Generalsekretär des Städtebundes. "Die Befürchtung, dass sich weniger gut ausgebildete, qualifizierte Persönlichkeiten für dieses Amt zur Verfügung stellen, die ist sicherlich durch dieses Urteil entsprechend bestärkt", stimmt Dr. Walter Leiss, Generalsekretär des Gemeindebundes, zu. Günther Mitterer, Präsident des Salzburger Gemeindeverbandes, spricht von einer menschlichen Tragödie für die Betroffenen.

Das Zertifikat bietet Gemeinden die Möglichkeit, ihren Standort als Wirtschafts- und Lebensraum zu stärken. Immer mehr Bürgermeisterinnen und Bürgermeister setzen auf gelebte Kinder- und Familienfreundlichkeit. Diesen erfreulichen Umstand ehrten Mag. Ines Stilling, Bundesministerin für Frauen, Familien und Jugend, und Bgm. Mag. Alfred Riedl, Präsident des Österreichischen Gemeindebundes, im Rahmen einer festlichen Zertifikatsverleihung in Wien. 111 Gemeinden und einer Region wurden am 26. November 2019 das staatliche Gütezeichen "familienfreundlichegemeinde" für ihr Engagement verliehen. Zusätzlich zu dieser Ehrung erhielten 72 österreichische Gemeinden das UNICEF-Zusatzzertifikat "Kinderfreundliche Gemeinde."

UNICEF kürt kindergerechte Kommunen

Um diese zusätzliche Auszeichnung des Kinderhilfswerk der Vereinten Nationen zu erhalten, muss die Gemeinde im Rahmen des Auditprozesses Maßnahmen in speziellen kinderrechtsrelevanten Themenbereichen setzen. Mit der UNICEF Zusatzauszeichnung "Kinderfreundliche Gemeinde" sollen Gemeinden daher verstärkt Augenmerk auf die Bedürfnisse von Kindern legen. "Familie & Beruf Management GmbH" bietet kostenlose Informationsveranstaltungen sowie Workshops und Arbeitsunterlagen zum Zusatzzertifikat an.

Riedl lobt familiengerechte Initiativen

"Dass eine Gemeinde sich selbst ein Arbeitsprogramm für den Weg zur Familienfreundlichkeit gibt, fördert die nachhaltige Umsetzung und Verankerung der Maßnahmen. Insbesondere die Einbindung der Bürgerinnen und Bürger ist einer der größten Erfolgsfaktoren für diesen Prozess", lobte Gemeindebundpräsident Riedl die familienfreundlichen Gemeinden. Als Bürgermeister der niederösterreichischen Gemeinde Grafenwörth durfte er sich auch selbst über die "familienfreundlichegemeinde"-Auszeichnung freuen.

Über ein Viertel der österreichischen Gemeinden nahmen teil

Das Mehr an Familienfreundlichkeit in der Gemeinde hat nachweislich positive Effekte für den Standort. Insgesamt haben bereits über 530 Gemeinden bundesweit am Audit "familienfreundlichegemeinde" teilgenommen Das sind rund 29 Prozent aller österreichischen Gemeinden. Somit profitieren bereits über 2,5 Millionen Bürgerinnen und Bürger, also ein Drittel der Gesamtbevölkerung, von den familienfreundlichen Maßnahmen. Europaausschuss fordert mehr Verantwortlichkeit

Der DStBG fordert die Sicherung der politischen Verantwortung für die Städte und Gemeinden. Er will eine Stärkung der Partnerschaft zwischen EU und Kommunen. Viel zu lange hatte man in den Städten und Gemeinden das Gefühl, dass von Brüssel aus über sie hinweg regiert wird. Demgegenüber muss ein Modell des partnerschaftlichen Zusammenwirkens aller demokratisch legitimierten Ebenen verwirklicht werden: Der EU, des Bundes, der Länder und der Kommunen, so der DStBG.

Gelebte Subsidiarität garantiert Bürgernähe

Die Prinzipien der Subsidiarität und der Verhältnismäßigkeit sind keine bloßen juristischen Begriffe, äußerst sich der DStGB in seiner Stellungnahme. Ihre Einhaltung und Überwachung sollen ein Weg zu Bürgernähe in Europa sein. Es soll garantiert werden, dass die Allzuständigkeit der Gemeinden für die örtlichen Fragen nicht durch die EU beeinträchtigt wird. Die Kommunen wissen mit ihrem Selbstverwaltungsrecht am besten, was und wie vor Ort zu regeln ist.

Kommunale Daseinsvorsorge schützen

Die Städte und Gemeinden geben den Menschen Heimat. Die Menschen erleben Europa vielfach in ihrer Gemeinde, vor Ort. Allerdings auch in negativer Weise, wenn Städte und Gemeinden und deren kommunale Unternehmen um starke und hochwertige kommunale Daseinsvorsorgeleistungen im europäischen Binnenmarkt kämpfen müssen. Daher fordert der Deutsche Städte- und Gemeindebund, dass die EU akzeptiert und verinnerlicht, dass kommunale Daseinsvorsorge kein Hindernis für einen erfolgreichen EU-Binnenmarkt ist, sondern dessen Voraussetzung.

Mit Städtepartnerschaften europäisches Bewusstsein fördern

Die Städte und Gemeinden fordern: Die EU soll laut DStGB einen Euro pro Einwohner im Jahr zur Förderung der kommunalen Partnerschaftsarbeit ausgeben. Städtepartnerschaften seien gelebter europäischer Gemeinsinn und Völkerverständigung im wörtlichen Sinne. Weitere Schwerpunkte der Europapolitischen Tagung in Iphofen mit Kommunalpolitikern aus ganz Deutschland waren unter anderem aktuelle Fragen öffentlicher Ausschreibungen und des Planungsrechts nach EU-Vorgaben, die auch die kleinsten Gemeinden in Europa betreffen. Klimapolitik und EU, Digitalisierung, Förderung des Breitbandausbaus und nicht zuletzt Migration und Integration standen ebenfalls an.

Das ist nur ein Fazit des Berichts "Gesundheitsversorgung im ländlichen Raum" der Bundeswettbewerbsbehörde (BWB), in dem auch Lösungsansätze geboten werden. Die Bundeswettbewerbsbehörde (BWB) analysiert seit Anfang des Jahres 2017 den österreichischen Gesundheitsmarkt mit dem Ziel, mögliche Wettbewerbsverfälschungen zu identifizieren und Liberalisierungsmöglichkeiten aufzuzeigen. Nach dem ersten Teilbericht "Der Markt für öffentliche Apotheken", der im Mai 2018 veröffentlicht wurde, folgt im Oktober 2019 der zweite Teilbericht zum Thema "Gesundheitsversorgung im ländlichen Raum." Darin werden nicht nur die Herausforderungen, vor denen Gemeinden im medizinischen Bereich stehen, beleuchtet, sondern auch Empfehlungen und Lösungsansätze aus wettbewerblicher Sicht aufgezeigt.

Düstere Aussichten für medizinische Versorgung am Land

In den letzten Jahren traten vermehrt Anzeichen für eine teilweise Verschlechterung der medizinischen Grundversorgung in ländlichen Regionen auf, insbesondere durch das zunehmende Problem, frei werdende Kassenplanstellen von Allgemeinmedizinern nachzubesetzen. Zusätzlich lässt sich eine Verschärfung der Situation in der nahen Zukunft erwarten durch die Altersstruktur der niedergelassenen Allgemeinmediziner und die damit verbundenen Pensionsabgänge. Die BWB hat sich aufgrund der rezenten und sich zuspitzenden Entwicklung entschlossen, in dem zweiten Teilbericht der Branchenuntersuchung zum Thema Gesundheit den Fokus auf den Aspekt der medizinischen Versorgung des ländlichen Raumes aus wettbewerbsrechtlicher Sicht zu legen.

BWB kritisiert Apothekengesetz

Im Laufe der Erhebungen zeigte sich, dass der Betrieb einer ärztlichen Hausapotheke ein wesentlicher Aspekt für die Attraktivität einer Kassenordination eines Landarztes ist. Damit kann die Hausapotheke ein Baustein für die flächendeckende Gesundheitsversorgung im ländlichen Raum sein. Vor allem in kleinen Gemeinden wird die pharmazeutische Versorgung in hohem Maße vom Allgemeinmediziner übernommen, teils auch für Nachbargemeinden. Der Betrieb von hausärztlichen Apotheken steht jedoch in einem gewissen Wettbewerb zu den niedergelassenen öffentlichen Apotheken und wird derzeit durch eine vom BWB als restriktiv kritisierte Regelung im Apothekengesetz beschränkt.

Apothekerkammer fordert Gesetzesaktualisierung

Neben der Bestandsaufnahme der regionalen Versorgung mit Apotheken und Allgemeinmedizinern in Österreich analysierte die BWB in ihrem Bericht auch die Vorschläge der österreichischen Apotherkerkammer zur Modernisierung des Apothekengesetzes. Ziel dessen ist eine weitreichende Verbesserung für die Arzneimittelversorgung der Bevölkerung. In dem Bericht werden mehrere Empfehlungen abgegeben, darunter auch die Forcierung der flächendeckenden Förderungen und finanzielle Anreizsetzung bezüglich Kassenstellen im ländlichen Raum. Außerdem empfiehlt die BWB bewusstseinsfördernde Maßnahmen (etwa durch eine Informationsoffensive) mit dem Ziel einer erhöhten Wertschätzung und Aufwertung von Vertragsärzten. Oktober 2019, werden zwischen zwölf Uhr und 12:45 in ganz Österreich die Sirenen erklingen. Um die einwandfreie Funktionalität aller Alarmtöne Österreichs zu gewährleisten, lässt der Zivilschutz am Samstag, den fünften Oktober 2019, im ganzen Land zwischen zwölf Uhr und 12:45 die Sirenen häulen. Damit soll nicht nur Funktion und Reichweite getestet werden, sondern die österreichische Bevölkerung auch mit dem Ton vertraut gemacht werden. Mit mehr als 8.000 Sirenen sowie über KATWARN Österreich kann die Bevölkerung im Katastrophenfall gewarnt und alarmiert werden. Einmal jährlich wird von der Bundeswarnzentrale im Bundesministerium für Inneres mit den Ämtern der Landesregierungen ein österreichweiter Zivilschutz-Probealarm durchgeführt.

Dabei soll sich die Bevölkerung aber immer noch sicher und wohl fühlen. Über das gesamte zukünftige Angebot von "Smart Streets" wurden 450 Opinion Leader befragt. Das Ergebnis ist auch für Gemeinden vielversprechend. Die Digitalisierung macht vor nichts und niemandem Halt und zu dem Hype um die Smart Cities kommt jener um die "Smart Streets" dazu. Aber was halten mobilitätsaffine Personen von den aktuellen Entwicklungen in Sachen "intelligente Straße"? Der Verein "Smart Safe & Green Mobility" (SSGM) hat 450 sogenannte Opinion Leader befragt, die unterschiedliche technische Einrichtungen im Bereich der Verkehrsinfrastruktur bewerteten.

Bewährtes besonders beliebt

Die befragten Personen - allesamt Menschen mittleren Alters, hoch mobil und beruflich oder privat mit den Themen IT, Technik, Infrastruktur und Mobilität beschäftigt - beurteilten vor allem solche Maßnahmen als äußerst positiv, die sich bereits im Verkehr bewährt haben. Dazu zählen zum Beispiel die bedarfsgerechte Schaltung von Ampeln und Straßenbeleuchtung, öffentliche E-Ladestationen und die elektronische Anzeige freier Parkplätze. Den zweiten Platz am Stockerl ergatterten Einrichtungen wie Photovoltaik-Stromerzeugung am Mast, Video-Überwachung, Unterstützung für autonomes Fahren und freies WLAN. Weniger gut bewertet wurde die Kühlung von Fußwegen bei großer Hitze. Bei den Ergebnissen der Umfrage fällt auf, dass weitgehend bekanntes eher positiv beurteilt wird als neue, oder noch relativ unbekannte Einrichtungen. Laut Umfragen sind aber auch letztere nicht ganz unwillkommen.

Ausbau öffentlichen Verkehrs an erster Stelle

Neben den technischen Einrichtungen im Straßenverkehr konnten die Teilnehmerinnen und Teilnehmer der Umfrage auch mögliche Mobilitätsentwicklungen einschätzen. Dabei zeigte sich, dass der Ausbau des öffentlichen Verkehrs und die E-Mobilität auf der Notenskala besonders hoch eingestuft wurden. Beliebt ist auch die Infrastruktur für autonom fahrende Fahrzeuge, die in Österreich noch nicht erlaubt sind. Die Opinion Leader fanden auch, dass Flächen für den Individual-Verkehr in Zukunft reduziert werden sollen. Nur neue Mobilitätsformen wie Flugtaxis und Drohnen erhielten eine unterdurchschnittliche Note. Insgesamt sahen fast 90 Prozent der befragten Opinion Leader die Digitalisierung der Straße positiv bis eher positiv und nur etwas mehr als ein Zehntel finden sie eher negativ. Gar ein Prozent der Teilnehmer waren mit der Entwicklung überhaupt nicht einverstanden. Die Auftraggeber der Umfrage interpretieren das Ergebnis als ermutigenden Anstoß für die beabsichtigten Smart Street-Vorhaben. Schließlich erwarteten sich knapp zwei Drittel der Befragten, dass man in fünf bis zehn Jahren in Österreich auf digitalisierten Straßen fahren wird.

Gemeindebund unterstützt umweltfreundliche Digitalisierung

Der SSGM möchte in zehn Jahren zu den führenden Smart City/Region-Experten Europas gehören, und mit innovativen Vorhaben die Lebensqualität der Bevölkerung steigern. Auch der Österreichische Gemeindebund sieht die Entwicklung positiv. "Ich unterstütze alle Kommunen in ihren Bestrebungen ihren Bürgern, Betrieben und Touristen eine Straßen-Infrastruktur zur Verfügung zu stellen, welche die Digitalisierung und den Umweltschutz berücksichtigt und vor allem den Menschen ein sicheres und flottes Weiterkommen auf den Straßen ermöglicht, gleich ob mit öffentlichen Verkehrsmitteln, Autos, Rädern, Scootern oder zu Fuß", erklärt Alfred Riedl, der Präsident des Gemeindebundes. Am zweiten Tag der kommunalen Sommergespräche standen zu Beginn die Impulsreferate von Gemeindebund-Präsident Alfred Riedl und Bernd Fislage, Vorstandsvorsitzender Kommunalkredit, am Programm. Beide betonten, dass alle Regionen und Gemeinden gleiche Chancen haben müssten und Infrastrukturinvestitionen wichtig für die Zukunft sind. Die Gemeinden, die Länder und der Bund sind heute mehr denn je gefordert, die Infrastrukturen von morgen schon heute zu planen und die richtigen Weichen zu stellen. Starke Regionen und Gemeinden gibt es nur mit einer starken und zukunftsweisenden technischen sowie sozialen Infrastruktur. Gemeindebund-Präsident Alfred Riedl betonte in seinem Impulsreferat, dass die Gemeinden verantwortlich für die Lebenswelten der Menschen sind. Obwohl sie viele Aufgaben haben, schaffen sie einen ausgeglichenen Haushalt und sind auch die größten öffentlichen Investoren. "Der politische Druck auf die Bürgermeister steigt. Immer öfter müssen Gemeinden als Ausfallshafter einspringen. Ob Arzt, Mobilität, Bankomat oder Post – immer öfter müssen Gemeinden für andere Ebenen einspringen, weil es die direkten Lebenswelten der Menschen trifft", betonte Riedl.

Neue Chancen für die Regionen

Mit der Veränderung der Arbeitswelt ergeben sich auch für die Regionen und Gemeinden viele neue Chancen, aber nur, wenn es auch eine brauchbare digitale Infrastruktur gibt. "Die Menschen wollen dort arbeiten, wo sie leben und mit einer guten technischen und sozialen Infrastruktur sowie mit Mut und neuen Ideen haben auch strukturschwache Regionen eine Chance", so Ried.

Breitband legt Grundstein für zukünftigen Wohlstand

"Infrastruktur ist das Herz einer jeden Gesellschaft", erklärte der Vorstandsvorsitzende der Kommunalkredit, Bernd Fislage zu Beginn seines Referates und forderte auch den Mut zum Handeln ein in Zukunftstechnologien zu investieren. Wenn man über Infrastruktur spricht, müsse man die gesamte Breite denken, vom Flughafen, über Straßen, bis hin zum öffentlichen Nahverkehr und der Nahversorgung. Mit der Finanzierung in eine flächendeckende Breitbandinfrastruktur würde der Grundstein für den Wohlstand der nächsten Generationen gelegt werden.

Der zweite Tag der Kommunalen Sommergespräche in Bad Aussee startete mit dem Impulsvortrag des Gastes mit der wohl weitesten Anreise - Carlo Ratti, Direktor des Senseable City Lab im Massachusetts Institute of Technology (MIT). In seinem Vortrag ging der Italiener auf die rasche Veränderung der Bedürfnisse durch die Digitalisierung in vielen Lebensbereichen ein, indem er an Hand von Beispielen aus den Bereichen Verkehr, Mobilität, Architektur, Umwelt und Klima eine Reise in die Zukunft unternahm, die mancherorts längst begonnen hat. Konkret sprach Carlo Ratti von "shareability of networks", mittels derer viele Prozesse wie gleiche Verkehrswege (beleuchtet u. a. am Verkehrsverhalten in New York) und das Kommunikationsverhalten via Internet (ausgewertet anhand des Verhaltens der User an den WLAN-Zonen am MIS-Gelände) effizienter genutzt werden können.

Auto als Sensorenplattform für Datengewinnung

Einen Schwerpunkt des MIT (Massachusetts Institute of Technolgy) unter der Leitung von Carlo Ratti bilden die Forschungsprojekte im Bereich des autonomen Fahrens. In New York hat ein Forschungsprojekt zum Thema Intelligente Stadt des MIT ergeben, dass Taxifahrten durch den Einsatz von autonomen Autos eine viel effizientere und kontinuierlichere Nutzung ermöglichen würden. "Dazu kommt, dass man mit Hilfe der Sensoren, die über das Mobiltelefon übertragen werden, auch eine Menge an Daten zu Straßennutzung, Bremsvorgängen, Unfallprognosen oder sogar zur meteorologischen Entwicklung bzw. zum Klimawandel erfahren kann. Das ist übrigens nicht nur eine Idee für die große Stadt, sondern hat vor allem in kleinen Gemeinden eine große Auswirkung", macht Ratti den Gemeindevertretern Mut.

Brückensanierung durch Einsatz intelligenter Sensoren

Anhand eines weiteren Forschungsprojektes im Bereich der Bauinfrastruktur ging Ratti auf den Einsatz Intelligenter Systeme (Sensoren) für die Überwachung von Brücken ein. "Klassische Inspektion von Brücken ist nicht nur zeit-, sondern auch kostenintensiv. Durch den Einsatz von Sensoren können wir diese teuren und langwierigen Verfahren künftig durch Schwingungsinformationen intelligent beobachten und rechtzeitig Brückeneinstürzen vorbeugen bzw. Sanierungsarbeiten einleiten", berichtet Carlo Ratti von einem weiteren Forschungsprojekt.

Potenzial durch intelligente Parkraumbewirtschaftung

Ein enormes Effizienzpotenzial sieht Carlo Ratti künftig im Bereich der intelligenten Parkraum-, Immobilien- und Verkehrsnutzung. "Derzeit parken unsere Autos 95 Prozent der Zeit. Nur 5 Prozent der Zeit nutzen wir unsere Autos - noch dazu meist nur alleine und nicht effizient mit fünf Personen. Das birgt große Potenziale auch für die Gemeinden, konkret bei der Errichtung von Parkplätzen beispielsweise bei Bahnhöfen etc.", so Ratti.

Auch autonomes Fahren am Fluss wird ein Thema

Neben den Forschungen im Bereich der Straße, dem Verkehr und der Immobilien befasst sich Carlo Ratti auch mit Untersuchungen am Wasser. "Auch auf Flüssen bzw. Kanälen, wie beispielsweise in Amsterdam, haben wir durch intelligenten Drohneneinsatz autonomer Boote auf dem Wasser erforscht, wie Menschen künftig transportiert, Müll aus dem Wasser entfernt oder auch Daten durch die Beschaffenheit von Böden für Versicherungen erhoben werden können", sagt der Direktor des MIT. Generell sei für die künftigen Infrastrukturplanungen und -entwicklungen ratsam: "Wir sollten bei unseren künftigen Projekte darauf abzielen, für die nächsten 50 bis 100 Jahre zu planen. Der Zeithorizont muss ein anderer werden. Wir sollten uns davon verabschieden, Dinge, die in 20 Jahren unbrauchbar sind, überhaupt anzudenken", empfiehlt der Experte.

Zum Auftakt berichtete Landesrätin Petra Bohuslav über zahlreiche Maßnahmen, die in Niederösterreich zu einer Attraktivierung des ländlichen Raumes geführt haben. Beispielsweise wurden seit 1987 über 3.000 Projekte zur regionalen Förderung beschlossen. 18 NÖ-Wirtschaftsparks beherbergen bereits über 1.000 Firmen, aber auch der nötige Breitbandausbau wurde von Landesrätin Bohuslav thematisiert: "Wir sehen die Digitalisierung als Chance für unser Land und die Menschen – müssen sie aber so gut wie möglich begleiten. Wir haben das Ziel, das gesamte Bundesland in einem ersten Schritt flächendeckend mit 100 Mbit/s auszustatten."

Vorteile durch erneuerbare Energien – unserer Umwelt zuliebe

"Wir sind die erste Generation, die die Folgen des Klimawandels spürt und wohl auch die letzte, um diesen einzugrenzen", machte Verbund-CEO Wolfgang Anzengruber in seinem Vortrag als Netzbetreiber auf die immer größer werdende Klimakrise und dadurch auf die steigenden ökonomischen Herausforderungen aufmerksam. Die Strombranche sei im Wandel begriffen und es bedürfe zunehmender Vernetzung und innovativer, smarter Lösungen. Der Stromerzeugung aus erneuerbaren Energien gehöre die Zukunft und aus den Stromkunden werden Systempartner, die selbst Energie erzeugen.

Infrastrukturprojekte – was benötigen die Investoren?

Sven Degens berichtete über seine Erfahrungen im Investitionsbereich für Infrastruktur-Projekte in den Bereichen Transport, gemeinnützige Dienstleistungen und Energie. Basis hierfür seien Public Private Partnership (PPP)-Modelle, die bei der Zusammenarbeit zwischen der öffentlichen Hand und dem Privatsektor für den Bau und den Betrieb von Infrastruktureinrichtungen dienlich sind. Für Investoren sind dabei die Kriterien des stabilen Rahmens, ein verlässlicher Partner, die Verträglichkeit mit ökonomischen Grundsätzen und einer angemessenen Verzinsung erforderlich.

Rege Diskussion im Anschluss

Mit den Impulsvortragenden diskutierten anschließend REWE-Chef Marcel Haraszti, Director Marco Rosso von Meridiam und Matthias Taft, CEO der BayWa-Gruppe über die Infrastruktur und die Partnerschaft auf Augenhöhe mit den Gemeinden.

Trends der Urbanisierung und der Lokalisierung verbinden sich und bedingen neue Wohnformen und urbanisierte Dörfer und Regionen. Matthias Horx erläuterte zu Beginn die großen Megatrends unserer Zeit. Die Urbanisierung ist dabei ein weltweites Phänomen, das etwa in China mittlerweile 30 Städte mit mehr als 8 Millionen Einwohnern hervorgebracht hat. "Jeder Megatrend erzeugt auch einen Gegentrend, woraus neue Möglichkeiten entstehen", betonte Horx und verwies auf den wachsenden Trend der "Glokalisierung", also die Verbindung von globalem und lokalem Denken und Handeln. Für ihn gibt es deswegen auch nicht den Widerspruch Stadt gegen Land, sondern nur die Frage, wie beide voneinander profitieren können.

Urbanisierte Dörfer und Regionen

Städte in Europa zeigen ein anderes Bild als die schnell wachsenden industriellen Städte. "Das langsame Wachstum der europäischen Städte seit dem Mittelalter brachte die Grundform ziviler Lebensgestaltung hervor. Rund um den Marktplatz haben sich Menschen angesiedelt und so für langsames Wachstum gesorgt", so Horx. Gewerbe, Handel, Produktion und Wohnen haben sich ihre Räume geschaffen und dabei ein Miteinander auf kurzen Wegen ermöglicht. Im Gegensatz zu den großen Reißbrett-Städten. In Österreich gibt es laut Horx immer mehr urbanisierte Regionen und Dörfer. Vor allem entlang der West- und Südachsen siedeln urban denkende Menschen, die neue Kreativität in die Regionen bringen und diese auch von den Gemeinden erwarten. Die "progressive Provinz" zeigt dabei Weltoffenheit, Neugier und Mut. Die "Architektur des Dorfes", also das bekannte Bild vom Dorfplatz mit der Kirche und den verschiedensten Kommunikationsräumen, hält Einzug in die Stadtplanung und führt auch zu einer Re-Regionalisierung. Die Trends der Urbanisierung und der Heimatssehnsucht sollten aus Sicht von Horx kombiniert werden und eine neue lokale Ökonomie ermöglichen.

Neue Trends in den Regionen

Für die Zukunft von Regionen sind für den Zukunftsforscher folgende Bereiche wichtig: Verkehrsanbindung und schnelles Internet, landschaftliche Schönheit, Arbeitsplätze, Subventionen des Zentralstaates, kreative Ideen und positive Kooperation und Aktivität der Bürger. Blühende Dörfer und Regionen brauchen deswegen aktive Heimkehrer, lokale Kreative, die neue Ideen bringen, ein klares Selbstverständnis für die Geschichte des Ortes, die auch die Zukunft prägt, mutige Projekte, die Menschen stolz machen, traditionsreiche Weltoffenheit, Kooperationsgeist über Gemeindegrenzen hinweg sowie Selbstvertrauen und Jammerverzicht.

Er kennt die politische Seite wie kaum ein anderer. Als langjähriger Kommunalpolitiker in Wien ist Christoph Chorherr eine schillernde Persönlichkeit in Österreich. In seinem Blog zum Thema Klimakrise stand vor kurzem: "Was kann Politik wirklich tun, um Klimakrise zu entschärfen? Viel. Das Wichtigste: die Dimension begreifen!" In seinem Impulsvortrag am dritten Tag der Kommunalen Sommergespräche gab er konkrete Antworten, welche Lösungen er auf die Fragen des Klimawandels hat. Der beste Vergleich sei für Chorherr dabei der Brutalokapitalismus, wie es F. Engels in seinem Werk "Lage der arbeitenden Klasse in England" beschrieben hat. Wer hätte sich 1845 vorstellen können von einem 8 Stunden Tag zu reden, ein Recht auf bezahlten Urlaub und Karenz und bezahlte Krankenauszeit zu haben, ein Verbot der Kinderarbeit vorzufinden, eine Arbeitslosenversicherung oder gar eine bezahlte Pension zu haben. All das sei in gut 120 Jahren gelungen. "Jetzt muss es gelingen, eine vergleichbare - heute noch unvorstellbarere und tiefere Umgestaltung - in den nächsten 10 bis 15 Jahren zu erreichen", so Christoph Chorherr. "Denn was heute unvorstellbar ist, wird in 10 Jahren selbstverständlich sein. Und unsere Kinder werden uns schon bald fragen, wieso habt ihr nichts getan, obwohl ihr gewusst habt, wie schlimm es um die weltweite Klimawirtschaft bestimmt ist", mahnt der Familienvater von drei Kindern. "Deswegen sollte unser Ziel und unser Anspruch sein: Gemeinsam, aktiv etwas zu tun."

Enormes Potenzial der Bürgermeister

Enormes Potenzial den Weg der Veränderung zu gehen, sieht Christoph Chorherr in der Kommunalpolitik und bei den Bürgermeistern: "Keine andere politische Ebene, kann so schnell und unmittelbar Dinge verändern, wie die kommunale Ebene mit seinen Bürgermeistern", so Chorherr. Darüber hinaus sollte die enorme Ressource der Freiwilligen im ländlichen Raum genutzt werden. "Denn genauso wie Feuerwehren für Sicherheit vor Ort sorgen, oder die Kultur in der Gemeinde beleben, genauso könnten sich all diese Freiwilligen zusammentun, um gemeinsam Wege aus der Klimakrise zu finden", sagt der ehemalige Kommunalpolitiker.

Was können Bürgermeister konkret für die Klimawende tun?

Christoph Chorherr hat für die Bürgermeister auch konkrete Tipps im Gepäck auf dem Weg zur Klimawende:

Für eine Wärmewende ist es für Gemeinden unabdingbar aus der fossilen Beheizung bzw. Kühlung auszusteigen. Es gibt längst intelligente Lösungen durch Passivhäuser und ähnliche Bauformen.
Auf alternative Baustoffe zu setzen: Es gibt genügend Alternativen aus nachwachsenden Rohstoffen anstelle von Beton und Stahl. Dafür sollte die Fotosynthese genutzt werden. Holz etc. für 100 bis 200 Jahre zu „speichern“ sei die intelligenteste CO2-Reduktion. Hier gibt es in Österreich enorm viel Know-how.

Wie kann die künftige Entwicklung in den Gemeinden aussehen?

Chorherr wagte in seinem Vortrag auch einen Ausblick auf zukünftige Entwicklungen durch klimarelevante Maßnahmen, indem er von unterschiedlichen Wenden spricht: "Schon sehr bald müssen und werden wir am Weg in Richtung Stromwende 100 % des Strombedarfs aus erneuerbarer Energie gewinnen." Im Bereich der Verkehrswende braucht es aus Sicht des ehemaligen Grün-Politikers eine massive Verstärkung öffentlicher Verkehrssysteme in und zu Ballungsräumen. "Wir werden uns damit anfreunden müssen, dass Autos die Ausnahme sein werden und wie Gasthäuser benutzt werden: Man nutzt sie gelegentlich dann, wenn man sie braucht, besitzt sie aber nicht. Dadurch wird massiv öffentlicher Raum zurückgewonnen. D. h., Reduktion der Zahl der Autos um 75-90%, diese werden völlig abgasfrei betrieben", so Chorherr. Hinsichtlich der Landwirtschaftswende werden "die Erkenntnisse und Erfahrungen der ökologischen Landwirtschaft zur Regel werden. Wie es heute unverständlich ist, dass in Sitzungen geraucht wird, wird es "no-go" sein, mit Chemikalien den Boden, das Grundwasser oder die Insekten zu vergiften", so Chorherr. Zusammenfassend gibt Chorherr den Kommunalpolitikern mit auf den Weg: "Gerade in den Gemeinden sollten wir das Potenzial des schnellen und raschen Handelns für den Weg aus der Klimakrise nutzen und auch die Jugend bei ihrem Tatendrang abholen. Das sollten wir uns gemeinsam zum Ziel setzen, weil wir dafür von unseren Kindern zur Verantwortung gezogen werden und weil es auch unser Anspruch sein sollte, alles versucht zu haben."

Kommunalen Sommergespräche diskutierte Niederösterreichs Landeshauptfrau Johanna Mikl-Leitner mit Impulsgebern über die Finanzierungsmaßnahmen, um Österreich fit für die Infrastruktur von morgen zu machen. Zentrale Frage: Wie wird Infrastruktur in Zukunft finanziert werden? Moderator Meinrad Knapp diskutierte mit Landeshauptfrau Johanna Mikl-Leitner, dem ehemaligen Landtags- und Gemeinderat in Wien, Christoph Chorherr, dem Direktor des Europäischen Fonds für Strategische Investitionen, Wilhelm Molterer und den beiden Managern Andreas Dombret und Nikolaus Lang. Große Frage war die Finanzierung der Infrastruktur. Molterer betonte gleich zu Beginn "Die Verschuldung der öffentlichen Hand ist in großem Ausmaß durch konsumtive Ausgaben entstanden. Ohne privates Kapital sind die Investitionen nicht schaffbar." Wichtig sind die Haushalte, die Kapitalmärkte und auch Public-Private-Partnership Modelle. "Für all diese Lösungen braucht es ein klares Regelwerk und eine klare politische Bereitschaft", so Molterer, der auch vorschlägt ein Kompetenzzentrum für kommunale Infrastrukturfinanzierung zu schaffen.

Mikl-Leitner betont Wichtigkeit der Digitalisierung

Das flächenmäßig größte Bundesland Niederösterreich ist bezüglich Glasfaser-Ausbau besonders gefordert. "Man unterschätzt oft die Wichtigkeit des ländlichen Raums", betonte Landeshauptfrau Mikl-Leitner und ergänzt weiter: "Je schneller Breitband in ganz Europa verlegt werden kann, desto schneller sind wir natürlich auch im Wettbewerb mit anderen Kontinenten." Bei der Frage der digitalen Infrastruktur braucht es laut Mikl-Leitner auch regionale Digitalbeauftragte, die digitale Kompetenzen vermitteln und die Digitalisierung vorantreiben.

Eine Billion Dollar fehlen pro Jahr für Infrastrukturen

Christoph Chorherr brachte auch die Herausforderung des Klimawandels in die Debatte ein. Es sei nicht nur Aufgabe des Staats, sondern aller Bürgerinnen und Bürger, sowie besonders der Gemeinden, deren Leistungen man loben müsse. Laut Nikolaus Lang von der Boston Consulting Group müssen in den nächsten zehn Jahren weltweit 45 Billionen Dollar in die Infrastrukturen investiert werden. Geplant und finanziert sind bisher "nur" 35 Billionen, womit pro Jahr 1 Billion Dollar für die Infrastrukturen fehlen. "Wir müssen uns die Frage stellen wie wir diese Lücke schließen können", erklärte Nikolaus Lang und beschrieb dabei neue Bauverfahren, wie autonomes Bauen, 3D-Druck usw. Wilhelm Molterer meinte dazu, es gäbe tatsächlich riesige Potentiale viele Dinge effizienter zu gestalten. Viele Konzepte werden regional entwickelt werden und man müsse die Privatwirtschaft einladen, sich zu beteiligen. "Geld ist genug da, aber wir müssen einen klugen Weg finden, die Geldmittel auch richtig einzusetzen", so Molterer. Zum Abschluss schlug Molterer noch vor, das "N" aus der NÖGIG (NÖ Glasfaser-Infrastruktur-Gesellschaft) zu streichen und daraus eine ÖGIG zu machen, die Erfahrungen und Finanzen bündelt.
